HLP (Housing land and property)

HINNA’s Housing, Land, and Property (HLP) program addresses the critical needs of internally displaced persons (IDPs) and vulnerable communities who are at risk of eviction or lack secure tenure due to conflict, drought, or natural disasters. Somalia's recurring crises have led to widespread displacement, leaving many families without access to stable housing. In response, HINNA’s HLP program works to provide these communities with secure land tenure, housing support, and legal protection. Through coordinated efforts with local authorities and humanitarian partners, the program focuses on ensuring that displaced people receive the legal documentation and protection they need to avoid forced evictions and secure their property rights.

One of the primary challenges faced by displaced populations is the frequent threat of eviction due to their lack of formal land ownership. To mitigate this, HINNA provides legal aid and negotiates land agreements with local authorities on behalf of IDPs. In Baidoa, for example, HINNA’s HLP team has helped thousands of households obtain certificates of land tenure, giving them a sense of security and stability. These certificates not only protect against eviction but also empower families to invest in their shelters, improving living conditions. Many beneficiaries have expressed deep appreciation, as the certificates have allowed them to focus on rebuilding their lives without the constant fear of displacement.

Additionally, the HLP program works to educate communities about their housing and land rights. HINNA conducts awareness sessions to inform IDPs, particularly women and marginalized groups, about their legal rights and how to access land tenure services. These sessions are crucial in ensuring that the most vulnerable populations are not exploited or left out of land and property discussions. By addressing both the immediate and long-term housing needs of displaced families, HINNA’s HLP program is helping to build more resilient communities while advocating for broader legal reforms to secure land rights across Somalia.
